Most insurance companies will ask if any action has ever been taken against your license, or if you have previous or current disciplinary actions.
They won't necessarily bar you from being insured for having a record, but they will jack up the costs.
Most employers do not require that you have your own policy. So in itself, not being able to afford or get covered would not be a problem in getting a job. They would more likely decide not to hire you based on the history of substance abuse.
