sign contract without state license ?

I've verbally accepted a position in PA. just applied for the license and temp also which takes up to 2 weeks for temp. So we set a tentative start date 9/29. My recruiter wants me to sign the contract now and I feel uncomfortable in case there is a delay in getting the temporary. The hospital is flexible but the company may pull a fast one and charge me if I can't start until after the start date. (i've heard this happens)
I did mention this and my recruiter said lets wait until it happens.What does that mean?
Anyfeed back is greatly appreciated, I don't want to get trapped.

If it takes 2 weeks to get a temp license, I wouldn't worry about it. If you decide to wait until you get your actual license, you run the risk of losing the assignment (the hospital may go with someone else if you wait until the last minute before you officially commit). Also, waiting to sign your contract will delay your housing, etc. Most companies will not arrange for your housing until you have actually signed your contract.... What company are you with?

another travel nurse is at this PA hsopital that i met in FL this past winter and she rec.. this company.
