I'm not sure there is a BOTTOM LINE. Why?
It depends on your specialty, housing needs, health insurance needs and of course the hospitals with the highest demands that will give higher pay rates. The more specialized probably is more in demand.

Some areas in Cali pay well,
Fastaff pays well but then again IT DEPENDS.

Yeah, Northern Cali tends to pay the most. Fastaff & CRU48 tend to also pay the best, but they specialize in short-term (4-8 week) crisis need contracts, which usually means bad working conditions.

Would like a So.Cal 13 week deal considering the travel hassles. What is the avg pay for ER nurses, Eve shifts preferred?

I made $34/hour in San Diego, ER, nights last year. That's in addition to free housing, travel reimbursement, etc.

Now doesn't Cali pay time & 1/2 for over 8 hrs shifts? that means $34/hr for 12 hrs would equal to $476/12hrs. or avg $39.67/hr. Is there a shift differential in there for eve's?. Also do travelers get shift diff's?

Not all the time. Sometimes facilities sign up for the alternate work week I believe it is called with no time and a half after eight if 12 hr shifts are your norm. Check in the contract for this and discuss with recruiter and interviewing manager to be sure.
