Hi Felecia!
I lived in Norfolk for four years and looked into a few programs there. I know that Tidewater CC has an RN program and there are several of the "medical colleges" that offer LPN programs. One of the medical colleges is located right when you get into Newport News. If you get off on the J Clyde Morris exit and go towards Jefferson, it's right over in that area (about 3 miles from the Patrick Henry mall...so I guess you could get off on that exit too)Look in the yellow pages, it will be there. I am pretty sure that it is still there, but it has been about 4 years since I talked to them. That's the only LPN program that I know right off hand, and it's a one year program.
If I were you though, and I already had my BA, I would look into ODU, I'm pretty sure that they have a BS program and if you have most of your gen ed, you should be able to get it done in a year or two. Check out the websites for Tidewater CC and ODU. I don't remember the name of those medical colleges, but I'm pretty sure it will be in the yellow pages.
I have a website that has descriptions of what the different programs for nursing are if you are interested in looking at it. The address is http://www.angelfire.com/fl5/studentnurse.html
