If she is a licensed nurse in Germany, she could apply as a Foreign Licensed nurse to take the NCLEX and get licensed in the US. The first place to contact would be:

If she is unlicensed, a nursing assistant or CNA in Germany, then she'd need to apply for a working visa to work here like anyone else.
Nurses are in high demand in almost every country of the world right now, can't see her having a hard time finding work here if she was legal.
