Any entrepeneurs in NC help me out?

I am starting my own staffing agency. For now it will be more so for me to work independently, but am hoping to develope into something bigger. I seem to be getting the run around from state entities regarding requirements. I know I want to function as an LLC. I will be "subcontracting" professionals into short term contracts. I will be a straight monetary compensation company. Can anyone help me out with some of the requirements to license? I have contacted the dept of health and human services and all they tell you is to get an attorney or accountant if you have questions. I have established the name, "New Light Healthcare Staffing, LLC", now just need help with steps to get the business running.
